Nigeria Appoints Veteran Energy Experts to Head Key Oil Regulators
Nigeria has reinforced leadership across its petroleum regulatory framework with the appointment of seasoned professionals to oversee the upstream, midstream, and downstream segments of the oil and gas industry. The move is expected to strengthen governance, investor confidence, and policy implementation under the Petroleum Industry Act.
Mohammed Takes Charge at NMDPRA
Saidu Aliyu Mohammed has been appointed to head the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), bringing nearly four decades of industry experience into the role. Mohammed, who hails from Gombe State, is a Chemical Engineering graduate of Ahmadu Bello University, Zaria, and spent the bulk of his professional career at the former Nigerian National Petroleum Corporation.
During his years at NNPC, Mohammed served as Managing Director of the Nigerian Gas Company and the Kaduna Refining and Petrochemical Company, before becoming Group Executive Director and Chief Operating Officer for Gas and Power. His leadership was instrumental in advancing critical national gas projects, including the Escravos–Lagos Pipeline System expansion and the Ajaokuta–Kaduna–Kano gas pipeline.
Industry observers note that Mohammed’s appointment aligns with broader reforms highlighted in the NUPRC and NMDPRA CEO appointments that nominated Eyesan and Mohammed to lead Nigeria’s petroleum sector, signalling continuity in regulatory direction.
Eyesan Leads Upstream Regulation at NUPRC
Oritsemeyiwa Eyesan has been named to head the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), bringing more than 30 years of experience in upstream investment management, corporate strategy, and fiscal negotiations. Prior to her appointment, she served as Executive Vice President, Upstream, at NNPC Limited, where she oversaw Nigeria’s upstream asset portfolio.
Eyesan previously worked as Chief Strategy and Sustainability Officer at NNPC Limited and earlier held the position of Group General Manager, Corporate Planning and Strategy. Her role in government-industry negotiations contributed to the successful transition of NNPC into a commercial entity following the enactment of the Petroleum Industry Act.
Her emergence as upstream regulator has drawn attention across the energy sector, following reports that Oritsemeyiwa Eyesan is set to lead Nigeria’s upstream oil sector, a development widely seen as a boost to regulatory professionalism.

The appointments come amid heightened political and policy debates across the country.
