The Senate has passed the Federal University of Medical Laboratory Science and Technology (Establishment) Bill, 2026, paving the way for the creation of a specialised institution in Jos, Plateau State, dedicated to training medical laboratory scientists, advancing biomedical research, and improving disease diagnosis across Nigeria.
The passage of the bill marks another significant step in the National Assembly’s ongoing efforts to reform the country’s healthcare and education sectors by investing in specialised institutions capable of producing highly skilled professionals. Lawmakers believe the proposed university will help reduce Nigeria’s dependence on foreign medical treatment by strengthening local diagnostic services and laboratory infrastructure.
The bill was approved during plenary after senators, sitting as the Committee of the Whole under the leadership of Deputy Senate President Barau Jibrin, unanimously endorsed the legislation. Having earlier secured the approval of the House of Representatives, the bill has now received concurrence from the Senate, bringing it closer to becoming law after presidential assent.
Lawmakers described the proposed university as a strategic investment in Nigeria’s healthcare future. According to them, the institution will focus exclusively on medical laboratory science and technology, an area they say remains central to effective healthcare delivery but has not received adequate attention over the years.
Medical laboratory scientists play a crucial role in diagnosing diseases, monitoring patient health, detecting outbreaks, and supporting clinical decisions. Experts estimate that a large percentage of medical diagnoses rely on laboratory test results, making laboratory services one of the foundations of modern healthcare.
Supporters of the legislation argued that Nigeria has long struggled with inadequate laboratory infrastructure, a shortage of trained professionals, and limited research capacity. These challenges, they noted, have affected disease detection, delayed treatment, and contributed to the growing number of Nigerians travelling abroad for advanced medical investigations and treatment.
The proposed Federal University of Medical Laboratory Science and Technology is expected to address these gaps by producing graduates equipped with specialised knowledge and practical skills in medical laboratory science, molecular diagnostics, biomedical technology, pathology, clinical chemistry, microbiology, haematology, immunology, genetics, and other related disciplines.
Beyond training professionals, the university is also expected to become a centre for cutting-edge biomedical research and innovation. Lawmakers believe the institution will support scientific discoveries, improve laboratory technology, and encourage collaborations with local and international research organisations.
The university’s establishment is also expected to strengthen Nigeria’s preparedness for future public health emergencies. Experiences from disease outbreaks such as COVID-19, Lassa fever, cholera, and other infectious diseases have highlighted the importance of efficient laboratory systems capable of delivering rapid and accurate diagnoses.
Improved laboratory capacity enables health authorities to detect disease outbreaks earlier, monitor their spread, and implement timely interventions. By expanding the country’s pool of qualified laboratory scientists, the proposed university is expected to enhance Nigeria’s overall public health response.
Presenting the bill during plenary, Senate Leader Opeyemi Bamidele urged his colleagues to support the legislation alongside two other important bills affecting the health and education sectors.
He stressed the importance of strengthening institutions that directly contribute to national development through improved education, research, innovation, and healthcare delivery.
Following deliberations, senators approved three separate bills, namely the Federal Road Safety Corps (Amendment) Bill, 2026, the Federal University of Medical Laboratory Science and Technology, Jos (Establishment) Bill, 2026, and the Federal Universities of Technology (Amendment) Bill, 2026.
The passage of the three bills demonstrates the Senate’s continued focus on institutional reforms aimed at improving public services and supporting national development across multiple sectors.
The choice of Jos, Plateau State, as the proposed location of the specialised university is also expected to contribute to educational and economic development within the region. Universities often stimulate local economies through increased commercial activities, infrastructure development, employment opportunities, and research partnerships.
Residents and stakeholders are expected to benefit from improved business activities associated with student populations, academic staff, healthcare professionals, and research institutions that may emerge around the university.
The institution is also expected to create direct and indirect employment opportunities for lecturers, researchers, laboratory technologists, administrative personnel, healthcare workers, contractors, and support staff.
Earlier in the legislative process, members of the House of Representatives had strongly supported the bill, arguing that Nigeria requires more specialised institutions capable of addressing critical gaps within the healthcare sector.
According to lawmakers in the House, improved diagnostic services remain essential to delivering quality healthcare, as accurate laboratory results often determine appropriate treatment decisions and patient outcomes.
They maintained that strengthening local laboratory services would significantly reduce the need for Nigerians to travel abroad for diagnostic investigations that could otherwise be conducted within the country if adequate facilities and expertise were available.
Medical tourism has remained a major concern for successive governments, with billions of naira reportedly spent annually by Nigerians seeking medical care overseas. Health experts have repeatedly called for greater investment in hospitals, laboratories, medical education, and research institutions to reverse the trend.
Supporters of the bill believe establishing a specialised medical laboratory university represents an important step towards achieving that objective.
The proposed university is expected to offer undergraduate and postgraduate programmes while promoting research that addresses diseases and health challenges prevalent within Nigeria and across Africa.
The institution may also collaborate with teaching hospitals, research centres, government agencies, and international organisations to improve healthcare innovation, technology transfer, and scientific development.
Stakeholders have consistently argued that investment in laboratory science is essential because early diagnosis not only improves patient survival rates but also reduces healthcare costs by enabling prompt treatment before diseases become severe.
The Senate’s approval of the bill therefore reflects a growing recognition of the critical role laboratory medicine plays in national healthcare delivery.
In another health-related development during the same legislative session, the Senate also passed for second reading a bill seeking to amend the Federal Medical Centres Act to establish a Federal Medical Centre in Arugungu, Kebbi State.
The proposed medical centre is expected to improve access to specialist healthcare services for residents of Kebbi State and neighbouring communities if eventually approved by both chambers and signed into law.
Taken together, the various healthcare bills considered by the Senate indicate a broader commitment by lawmakers to expanding access to quality healthcare through improved institutions, specialised education, enhanced research, and stronger medical infrastructure.
If eventually signed into law by President Bola Tinubu, the Federal University of Medical Laboratory Science and Technology in Jos will become Nigeria’s first federal university dedicated exclusively to medical laboratory science and technology. Supporters believe the institution will not only strengthen diagnostic services but also contribute significantly to healthcare innovation, scientific research, workforce development, and national efforts to build a more resilient and self-sufficient healthcare system capable of meeting both present and future public health challenges.
