President Bola Tinubu, during the 2023 Cabinet Retreat for Ministers, Presidential Aides, Permanent Secretaries, and Top Government Functionaries, emphasized a stringent performance-based evaluation for his cabinet.
The retreat, held at the State House Conference Centre in Abuja, saw Tinubu declaring that his administration would prioritize eight key areas for national development.

“If you are performing, nothing to fear, if you miss the objective we review, if you don’t perform, you leave us… Don’t be a clog in the wheel of Nigeria’s progress,” said the president.
Tinubu’s plan for the performance assessment involves the appointment of Hadiza Usman as the head of the Result Delivery Unit, which will closely monitor the Ministries, Departments, and Agencies in alignment with the following critical objectives:
• Food Security: Promoting economic growth, job creation, and eradicating poverty.
• Ending Poverty Focusing on job creation and ensuring economic development.
• Economic Growth and Job Creation: Fostering economic development and employment opportunities.
• Access to Capital: Ensuring easy access to capital for businesses and entrepreneurs.
• Inclusivity: Prioritizing the involvement of women and youth in national activities.
• Security: Protecting the nation from terrorism and criminal activities.
• Fairness and Rule of Law: Governing in accordance with the constitution and upholding the rule of law.
• Anti-Corruption Stance: Discouraging corruption while reinforcing the effectiveness of anti-corruption agencies.
President Tinubu stressed the importance of accountability and transparency, highlighting the introduction of a performance bond to facilitate periodic reviews and evaluations.
Ministers will be expected to demonstrate tangible results in their respective portfolios to retain their positions within the government.
“At the end of this retreat, you will sign a performance bond with me…You are here to help me succeed and succeed I must…I have appointed a dynamic young lady Hadiza Bala Usman as my SA on Policy Coordination. If you have a problem with her, come to me. If you don’t, stay where you are and work,” he told the ministers.
Furthermore, Tinubu emphasized the significance of collective endeavors to drive the nation’s progress, reiterating his trust in the democratic system. He acknowledged assuming both the accomplishments and challenges inherited from his predecessor, urging attendees to maintain unwavering focus amid the surrounding turmoil, akin to a determined driver navigating through a tunnel to ensure successful delivery of their objectives.

Acknowledging his administration’s six-month introspection, President Tinubu underscored the pivotal role of robust healthcare and top-tier education, emphasizing their pivotal role in combating poverty. Furthermore, he provided assurance to foreign investors, guaranteeing a seamless process for their capital investment and the repatriation of profits without any hindrances. Openly declaring the country’s business-friendly environment, he pledged to eliminate impediments to economic expansion.
During the three-day event, all ministers and ministers of state were in attendance, with the exception of the Minister of Tourism, Mrs. Lola Ade-John, who was conspicuously absent from the gathering.
